JOB OPPORTUNITY


Seeking active, motivated individuals with a desire to become involved in community service.

The Rural Alaska Community Action Program (RurAL CAP) may have an opening for VISTA member positions with the Council Management Program starting in November 2005. VISTA is a full-time, year-long Community Service program for men and women 18 years of age and older

This program recruits and trains individuals to serve in their community for one year. Members are based in City offices and assist with grant-writing, computer training and community development.

Members work full-time with the City and are supervised by a local administrator. Members serve as active and involved members of their communities in order to generate local solutions to local problems. Members help with grant proposals, computer training and other activities that strengthen the management and administrative capacity of their city.

Applicant Requirements:
• Must be at least 18 year old.
• Willing to make a 1-year, full-time commitment.

VISTA Benefits Include:
• Living allowance of $995 per month.
• Education award of $4,725 or a $1,200 cash stipend upon successful completion of service.
• Health insurance and child care assistance based on eligibility.
• Technical training in grant writing, computer systems and community development

Job Announcement - Fire Administrator

POSITION OPENING
FIRE ADMINISTRATOR

Duties:
• Assist the City Manager and the Fire Chief in the preparation of the City Fire Department budget.
• Prepare and submit to the City Manager and appropriate agencies the annual Fire Marshal’s report, the state Forestry Wildfire Incident Report, and other reports.
• Perform required record keeping for training, personnel files for volunteer personnel, maintenance records, radio license, and vehicle registration records.
• Present fire prevention classes to the school and others as needed.
• Publicize forestry burn orders, fire prevention education information, and other public notices.
• Insure compliance with state and federal laws and regulations, maintain records to continue status as a registered fire department with the State of Alaska Fire Marshal, and submit ANFIRS reports and other required reports to State Fire Marshal’s Office.
• Perform routine maintenance checks on fire apparatus and equipment.
• Purchase and maintain firefighting supplies and equipment.
• Other duties as assigned by the City Manager.

Required Qualifications:
• High School Diploma or equivalent.
• Familiarity with fire and emergency medical services.
• Possession of an Alaska Driver’s license.

Preferred Qualifications:
• Previous experience as a member of a fire department or emergency medical services organization or equivalent.
• Experience with MS Word, MS Publisher, and Excel.

Physical Requirements:
• Requires sitting for various periods of time, mixed with bending and reaching.
• Involves the operation of various office equipment.
• Ability to go up and down ladders.
• Ability to lift 40 pounds.

Job Opening - Facilities Maintenance

Job Title: Maintenance/Equipment Operator/Public Works
Salary: $20.09 per hour + benefits
Hours: Currently 35 hours per week (considered as a full-time position)
Reports: City Manager
Position is under IBEW Contract (must join IBEW within 30 days from hire date)

Duties include:

• Maintains water and sewer lines, service connections, water and sewer treatment facilities, and fire hydrants
• Maintains streets (to include dust control and snow removal) and signs
• Performs Port and Harbor maintenance
• Maintains city-owned vehicles (includes ordering and control of parts and supplies)
• Operates city equipment including backhoe, front end loader, grader
•Maintains city-owned buildings and grounds
• Map reading, blue print reading, record keeping
• Evaluates and recommends to the City Manager the extent of maintenance required for facilities and equipment

Skills and knowledge:

• Ability to operate or ability to learn to operate grader, backhoe, welder (gas & arc)
• Basic carpentry
• Basic electricity
• Knowledge of vehicle maintenance
• Furnace/boiler maintenance
• Building maintenance
• Basic hydraulics
• Certified or certifiable as water/wastewater Level 1

Anyone seeking election for a council or mayor seat, including write-in candidates, must file these forms with the City Clerk prior to the election to be considered an eligible candidate.

The names of candidates who have completed the Candidacy Declaration and Financial Disclosure forms during the regular filing period will appear on the ballot.

Candidates seeking election who have not filed during the regular filing period may be elected as a write-in candidate if they have filed the required forms with the City Clerk prior to 5:00pm, October 3, 2005.

DEPUTY CLERK-TREASURER

CLASSIFICATION: Administration
JOB TITLE: Deputy Clerk-Treasurer
DEPARTMENT: City Manager’s Office
REPORTS: City Clerk-Treasurer
COMPENSATION: $13.50-$15.40 per hour, DOE, and benefits including health insurance and participation in the Alaska Public Employees Retirement System.

DUTIES: The Deputy Clerk-Treasurer shall assist the City Clerk-Treasurer to:

A. Assure that notice and other requirements for public meetings are compiled with and assure that public records are available for public inspection as required by law;
B. Prepare agendas and agenda packets as required by the governing body;
C. Maintain and make available for public inspection an indexed file including the municipal ordinances, resolutions, rules, regulations and codes;
D. Attest deeds and other documents;
E. Take oaths, affirmations as necessary;
F. Issue necessary licenses and permits to individuals;
G. Have responsibility for the records management of the City. The City Clerk-Treasurer is designated as the Records Manager with City-wide responsibility for overall program direction;
H. Assure that the Municipality complies with 42.U.S.C. 1971-1074 (Voting Rights Act of 1965, as amended);
I. Be custodian of all City funds. He/she shall keep an itemized account of money received and disbursed. He/she shall pay money on vouchers drawn against appropriations;
J. Help the City Manager compile the annual budget of the City, including budget drafts, based on detail department estimates and work programs and control it under the direction of the City Manager;
K. Prepare and submit to the City Manager such financial reports and other data as may be required for City administration, including planning and administration of collective bargaining agreements.
L. Prepare and control such procedures as are necessary to protect city funds and property, general fixed asset accounts, i.e. acquisition or disposal;
M. Be responsible for timely financial reporting to local, state, and federal agencies and monthly financial reporting to the City Manager;
N. Payroll administration;
O. Control, administer, and inventory of real property and personal property of the City;
P. Purchasing and accounts payable maintenance;
Q. Automated data processing coordination of automated data processing for all departments;
R. Utility billing and collections;
S. Perform the duties as Clerk-Treasurer if that person is unable to do so;
T. Assist the public with reservations for the Alaska Marine Highway System;
U. Perform other duties specified in this title or prescribed by the City Manager.

APPOINTMENT: The Deputy Clerk-Treasurer shall be appointed by the City Manager after consultation with the Clerk-Treasurer.

REQUIRED QUALIFICATIONS
• High school diploma
• Type 60 words per minute
• Familiarity with modern computer software
• Two years office experience in an environment with public contact
• Ability to use fax machine, copiers, recording equipment, and teleconference equipment

PREFERED QUALIFICATIONS:
• Experience using QuickBooks.
• An Associates Degree in Office Administration or Secretarial Science, or a Bachelors Degree in Liberal Arts or Business Administration;
• Experience as an administrative or executive assistant to a city manager, chief executive officer, or other management position;
• Experience in providing staff support to a governing body or board of directors;
• Experience or education in accounting, bookkeeping, financial administration, real estate, or construction;

A public review copy of the proposed Seldovia Comprehensive Plan as introduced by the City Council on August 3 is available for download (1MB pdf file). This version of the plan supplants previous drafts and is scheduled to be up for adoption at the August 10 City Council meeting.
